The Capitol is a utopian city which rules over all the districts in Panem. The Capitol contains the richest people in all of Panem including the president. The Capitol joined the games during the 301st Annual Hunger Games to quell any rebellious behavior in the Districts.

Due to a political uprising during the War of the Hunger Games, the Capitol no longer exists. Instead, it has been rebranded as the newest District of Panem, District 14 (New Panem).
